Meeting Minutes

1. Welcome & Introductions

a. Introductions

Brian welcomed everyone to the monthly meeting. We refrained from the usual round of greetings due to the number of participants. This allowed more time for discussions or questions for a planned presentation from the City of Ottawa on the New Official Plan.


2. Approval of the Agenda

4. City Services

a. New Official Plan

Officials from the City of Ottawa provided a presentation on Ottawa’s New Official Plan. For information and to provide feedback: https://engage.ottawa.ca/the-new-official-plan

The following are some of the clarifications brought up in questions after the presentation.

Secondary Plans: The purpose of Secondary plans is to bring additional policy details to a specific area needed for development. Since the creation of Hunt Club’s plan, all of the outlined zoning projects have been completed. The new secondary plan for this area would be revised to help guide redevelopment policies instead.

15 Minute Neighbourhoods: The current planning for 15 min. neighbourhoods are mostly focussed on areas where rapid in-fill is expected to occur. Evolving neighbourhoods where housing stock is older. Hunt Club is younger and is not expected to have heavy development pressure for a while. Policies are being developed to encourage the future evolutions.

Developing Land along Rideau river, west of the Ottawa Airport brought up a concern regarding traffic congestion and safety, specifically at Hunt Club & Riverside Drive—known already as the most dangerous intersection in the city.

George Claydon mentioned he could contact someone connected to the transportation master plan, and follow up.

“What are the significant changes to Hunt Club under the new official plan?”

From an in-fill perspective, promoting density and proximity to corridors. When there’s redevelopment, we ensure 40/units per hectare. Redevelopment is estimated at about 1% of buildings every 2 years.

c. Library Services

eBooks bring expensive costs to the libraries, and make it less accessible to the public.

Motion: The HCCA write to the appropriate government officials requesting that they review subscription and licensing fees for electronic books and magazines in the effort to make them more affordable and remove unnecessary barriers that currently exist.

Motion: That the above motion be deferred until all committee members have an opportunity to discuss the issue. Moved by Christine Johnson, seconded by Zivana Pavic, motion carried.


5. Environment

a. Finance

An application for funding had a requirement that the association provide our articles of Incorporation, which unfortunately could not be found. Sue applied for a mailed copy.

Motion: That Sue be reimbursed for the administration fee incurred Motion
carried by vote

b. Black History Month

Black History month initiatives are planned for online communications.
